初学FPGA,关于EP2C5Q208的管脚配置问题，请教大家
芯片是EP2C5Q208，我现在的板子上PIN-108是按照通用IO设计的，没接任何上下拉电阻，直接连接VGA接口的vsync，今天我弄了一个简单的测试程序，在fitter那一步出现一个错误：Info: Fitter converted 3 user pins into dedicated programming pins

我看了一下EP2C5的DATASHEET，nCEO--“Output that drives low when device configuration is complete. During multi-device configuration, this pin feeds a subsequent device’s nCE pin and must be pulled high to Vccio by an external 10kΩ pull-up resistor. During single device configuration and for the last device in multi-device configuration, this pin can be used as an user I/O after configuration.”
这里有几个问题想问问大家
multi-device configuration和single device configuration指的是什么意思？
这里说配置之后可以作为用户IO使用，如何配置（quartus Ⅱ8.0），也就是说如何配置管脚的general function和special function？
